History of competition About People with People in Czech
The competition seeks to motivate public administrations to involve the public in the regional development and cooperate with the non-profit sector. Its further aims are to promote examples of good practice and award officials and politicians who actively support the development of civil society. An important factor in organizing the competition and conference is the exchange of experience between the public officials and municipality representatives in the area of solving local problems. Problems which seem unsolvable in some villages or towns are easily solved in other municipalities to the general public’s satisfaction.
 

The first year of the competition About People with People was held in the CR in 2001. The competition was founded by civic association CpKP, non-profit organisation East West Institute Praha and Public Administration, a government weekly published by the Ministry of the Interior of the CR. The competition has been held under the patronage of the Ministries of the Environment and the Interior of the CR.


The aim of the competition is to present the realized projects of public and civic organization participation in local or regional development in the CR. The registered projects of municipalities, cities, micro-regions and regions were considered by an expert jury and the results together with examples of interesting projects were presented at all-day work conferences. The purpose of these conferences was sharing experience, presenting examples of good practice and mutual discussion which is the best form of education of civil servants, politicians and representatives on the municipal and regional level.

In 2001 the total of 65 projects took part in the competition. The ceremony of announcing the results together with a conference on possibilities of public participation was held at the Prague Castle. In 2002 there were 58 projects and the results were announced at a conference held in Karolinum at the Charles University. The third year of the competition saw 30 projects and the results were announced in the House of Senate of the Parliament of the CR. Thus we could go on and on presenting statistics of ensuing years of the competition. The most successful projects were awarded prizes, other awards consisted in certificates of merit from the Ministers of the Environment and the Interior of the CR. Each year the prizes differed – e.g. data projectors, cameras and other devices useful in working with the public. Perhaps the most attractive prize was a study trip to Japan organized for the CpKP by the Japanese foundation Sasakawa.

This model of the competition continues with various innovations until today. A couple of times it has been divided into more categories with respect to the fact that throughout the years the public administration actively realized elements of public participation in the state or EU supported planning processes. These were, for example, community planning of social services or activities of so-called local action groups in rural areas using the Leader method of work.

In 2010 the competition About People with People was again divided in two categories. This time these were a category of public involvement in the public administration decision-making (municipalities and cities) and a category of public involvement in rural development through local action groups. The winner of the former category was a village of Honezovice with its project “Our Village Square“; the winner of the latter, a category for micro-regions and local action groups, was the local action group Kyjovské Slovácko with its project “Facilitation of the Kostelec Landscape Plan“. The main prize consisted in a study trip to Brussels.
